I read an article about Alberta’s new legislation to block the Federal Government’s intrusion into areas of Provincial Jurisdiction and mention was made of a Red Tape Department .
How does more red tape eliminate red tape?
Anyway I decided to do a little investigation .
The Department is really called ‘Service Alberta and Red Tape Reduction’ ——-
In looking down through the estimates of that Department there is just a small section on Red Tape —-and really only two small mentions 3.1 and 3.2 —the first called red tape reductions , with ironically costs going up over the next two years and the other audit and investigations going up as well. The other categories there didn’t seem to fit being there: Gaming Research Policy, Horse Racing and Breeding Program and Airport Entertainment Centres.
Of course, red tape elimination doesn’t mean that the Government costs overall go down but that it is suppose to operate more efficiently .
Here is a tip for Alberta. And all other Governments for that matter .
When I was Premier I had , through Cabinet, all the Departments surveyed on a regular basis to see what percentage of bills to the Department were paid in 30 days. Of course , most had actually paid out less than 50% —-but this monthly monitoring report really put the Ministers whose Departments scored badly in a poor light with their peers. Several months later all Departments were well above the 50% level, some really efficient over 90%.
Businesses were being paid more quickly and helping their cash flow and getting the money to which they were entitled and their Government was being more efficient.
And done with no extra staff —just a great Treasury Board staff who took this extra responsibility.
Imagine that!!!
